DETERMINATION OF NEEDS BILL. Provisions relating to War Savings and to the winding up of the Unemployment Assistance Fund. Note prepared in the Treasury. I. War Savings. Apart from changes of form, there are two departures from the War Savings (Determination of Needs) Bill on points of substance. 1. The definition of war savings in the previous Bill (Clause 2 (3)) excluded holdings of Government stock, certificates, etc. acquired with the proceeds of realising after the 3rd September, 1939, investments (other than investments acquired by inheritance after that date) which would not in themselves have qualified as war savings.
