2. THE COMMITTEE had before them a note by the PORT AND committee under the TRANSPOR on the Effect of Port DIFFICUL and Transport difficulties on Exports from Liverpool. IES AT (E.P. (M) (40) 93). LIVERPOO SIR CECIL WEIR said that though his Committee had been appointed to deal with the special problem of exports, it was at once clear to them that no great progress could be made with exports unless the turn- round time of ships was diminished by an improved rate of discharge. His Committee had made a number of recommendations, some of them of less importance than others.
