Minister for its day-to-day administration so that he would be able to take responsibility in the House of Commons. We should also like to reiterate the opinion that has been frequently expressed from our Benches, that the regulations governing the Means Test should be subject to amendment in both Houses of Parliament. We appreciate, of course, that this would involve a new departure, and that statutory regulations cannot in the ordinary way be so amended. We have always felt, however, that, when regulations are employed not merely to fill up gaps in Statutes but as a substitute for Acts of Parliament and when they also deal with matters of first class importance, they should be open to amendment.
