The substitution of a personal means test for the 5. household means test would involve legislation which would have to deal with supplementary pensions as well as with unemployment assistance. Any change in the principles upon which the household means test is based would require legislation, but legislation to sweep away the household means test altogether and substitute a personal means test would raise wide and controversial issues.
