WAR-TIME INSOLVENCY Memorandum by the Attorney-General. Although conditions in the last war caused no doubt considerable dislocation and financial hardship to certain classes of the community, it did not produce anything comparable to the dislocation and loss, particularly to small businesses, caused by voluntary and compulsory evacuation. In the last war the Courts (Emergency Powers) Acts, the main purpose or which was to enable the Court to stay execution on judgments where inability to pay were due to war conditions, worked satisfactorily and seems to have provided a solution for such dislocation of businesses as there was.
