If, however, the Committee should regard it as essential that immediate plans should be made I would like to suggest that the responsibility for them could be more appropriately placed on the Board of Trade than on my Department. It will be necessary to make arrangements not only with the producers of the cloth and clothing but also with the wholesalers and retailers of the goods. This work is more closely related to the work of the Board of Trade under the Prices of Goods Act and the arrangements for restricting hoe consumption than to the work of my Department in controlling raw materials and in meeting the demands of the Services.
