therefore, important questions must be considered; in particular we must consider whether it is essential in the national interest that a newspaper service should be maintained. There is some suggestion in the Memorandum that the terms of the undertaking with the newspaper proprietors were not fully expressed by the Ministry of Supply to the newspaper proprietors or that the newspaper proprietors have not conformed to the undertaking. I do not understand that any such charge can be made. The total cost of £4 million referred to in paragraph 3 of the memorandum related to the cost of the paper in America.
