THE SETTLEMENT OF QUESTIONS CONCERNING WAGES AND WORKING CONDITIONS DURING WARTIME. Memorandum by the Minister of Labour and National Service. 1. In the circumstances in which it became necessary to pass the Emergency Powers (Defence) Act, 1940, on 22nd May, I immediately took into consultation the National Joint Advisory Council (consisting of representatives of the British Employers' Confederation and the Trades Union Congress) with a view to finding the best means of removing joint wages problems from the field of controversy during the present critical period and of settling all wartime trade disputes without a stoppage of work.
