In the circumstances in which it became necessary to pass the Emergency Powers (Defence) Act, 1940, on 22nd May, I immediately took into consultation the National Joint Advisory Council (consisting of representatives of the British Employers' Confederation and the Trades Union Congress) with a view to finding the best means of removing joint wages problems from the field of controversy during the present critical period and of settling all wartime trade disputes without a stoppage of work.
