ANNEX A. LIMITATION OF HOME CONSUMPTION. The Economic Policy Committee agreed on 29th May, 1940, ø (a) "to authorise the President of the Board of Trade to immediate effect a restriction of the sales in the h by the industries included in the Annex to his memor circulated to the Committee as Paper No. E.P. (M.) (40) 66. 2/3 per cent. by value of their sales in the base p by means of an order under the Defence Regulations, it being understood that the President should have authority to make such adjustments in the date at which this order should come into force, in the period to which it referred and in the percentage applicable to each industry as appeared to him desirable within general framework of his proposal; (b) to take note that further more drastic restriction on the sales in the home market by these industries might subsequently be required, as the demands of the munitions industries for labour increased The Board of Trade had already restricted supplies of cotton and piece goods and made-up goods supplied by manufacturers and wholeretailers in the period April-September 1940 to 75 per cent.
