(4) that the newspaper proprietors purchase the American ships under an arrangement made by them in agreement with the Ministry of Shipping; (b) to recommend that if agreement were reached on the lines of (a) above the Ministry of Shipping should undertake not to requisition the ships to be purchased under the agreement, nor those ships at present engaged in the transport of newsprint from North America, except in circumstances of direst necessity, provided that the Newspaper Proprietors' Association agreed that these ships should carry a part cargo of steel; 3.
