The Lord Privy Seal dissents on two grounds from the principle of adjusting the present rates in relation to the fall in the cost of living since the 1919 rates were promulgated. In reply it may be urged: (1) That it was categorically laid down when the 1919 rates were stabilised in 1928 that these rates were not to be regarded as standard rates of compensation for a major war. (2) That if there is a serious rise in the cost of living there will be a claim for the improvement of all social service allowances.
