THE CHAIRMAN recalled that the task set to the Committee by the War Cabinet (W.M.(40) 270th Conclusions, Minute 6) was to conduct a preliminary survey of the issues involved if any change were to be made in the existing Means Test, and to frame a remit to facilitate the examination of those issues by a Committee of Officials; the War Cabinet had further decided that until this examination had been carried out and they had reached a decision in principle, no announcement should be made that the Household Means Test was under examination by the Government.
