THE CHANCELLOR OF THE EXCHEQUER said that, as arranged at the meeting of the Committee noted in the margin he had considered whether it would be possible so to modify his scheme for the payment of compensation for war damage to property that, while the proposed immediate charge of 3 per cent. would be retained, an advance on account of that charge would be obtained at once from property-owners, instead of payment being deferred until after the war as he had previously proposed.
