The Committee resumed the discussion adjourned from the meeting noted in the margin of the memorandum by the Chancellor of the Exchequer on the question of com- pensation for war damage to property (Paper L.P.(40) 34), and, in addition, had before them a memorandum on the same subject by the Lord Privy Seal (Paper L.P.(40) 35). THE CHANCELLOR OF THE EXCHEQUER said that he was opposed to the proposal in paragraph (9) of the Lord Privy Seal's memorandum that, in place of his scheme by which a definite charge would at once be placed on all property, there should be substituted a plan by which immediate compensation would be paid to property-owners by the issue of war loan to the amount of the damage sustained.
