(Paper No. L.P. (40) 18). THE MINISTER WITHOUT PORTFOLIO explained that this matter had been referred to him as a matter by the Treasury at the week-end a fortnight previously. After a preliminary examination, he had decided that the issue of the proposed Import Licence should be suspended pending fuller examination.
