(40) 86). memorandum by the Minister of Joint and Fisheries, the Secretary of state for Scotland, and the Secretary of State for Home Affairs. (Paper No. F.P. (M.) (40) 83). THE LORD PRIVY SEAL explained that, when these papers had been considered by the Food Policy Committee the previous afternoon (F.P. (M.) (40) 18th Conclusions, Minute 3) there had appeared a serious difference of opinion between, on the one hand, the Minister of the Secretary of State for Scotland, the secretary of State for Home Affairs and the President of the Board of Education and, on the other hand, the Minister of Food, the Financial Secretary to the Treasury and the President of the Board of Trade.
